Tourist centers in Chile. Where to invest?

Tenders are currently open for Parque Nacional Pan de Azúcar, the Complejo Turístico Bahía Inglesa and Centro de Montaña Rucapillán.

Across the length of its geography, Chile offers diverse opportunities for those who wish to invest in tourism. Three important tenders are currently open for tourism services: the Caleta Pan de Azúcar area of Parque Nacional Pan de Azúcar and the Complejo Turistico Bahía Inglesa, located in the Atacama Region; and Centro de Montaña Rucapillán, which appertains to a public-use zone of Parque Nacional Villarrica, situated between La Araucanía and Los Lagos regions.  

The initiative, cooperatively promoted by the National Heritage Ministry, the Tourism Undersecretariat and the Chilean Economic Development Agency (Corporación de Fomento a la Producción, CORFO), aims to place fiscal value on the territory and generate new services and opportunities to enhance tourism and local socioeconomic development in the zone, while keeping this compatible with conservation efforts in the area.

Parque Nacional Pan de Azúcar

The public call for tender for Parque Nacional Pan de Azúcar, situated between the Antofagasta and Atacama regions, is to receive bids on the concession of three State properties, located in the Caleta Pan de Azúcar sector, which encompass 1.5 hectares. This is 0.0034% of the total area of the park, which itself comprises 43,754 hectares.

This project, which currently includes the Los Pingüinos Campsite, administration office, toilet and shower area, and the Runakay kiosk, considers the renovation of existing structures and proposes the construction of new infrastructure, in accordance with the current Management Plan.

This tourism project is projected to be developed over a 15-year period, consolidating this national park and promoting public-private alliances and activities inside the State-protected wildlife areas.

Interested parties can present their bids until June 17, 2021 and if no bids are presented or if the projects don’t meet the criteria established, the bid reception date will be extended for a second period, ending on August 16, 2021.

Complejo Turístico Bahía Inglesa

This process involves the concession of this beachfront property next to Playa las Machas in the renowned beach resort of Bahía Inglesa in the municipality of Caldera, Atacama Region.

The aim is for the interested party to propose a project for the development of new tourism hospitality infrastructure, including new accommodations, food services, recreational activities and other ancillary services, taking into account environmental, social and economic sustainability variables, thereby contributing to the organic and harmonious growth of Caldera.

The surface area is 6.98 hectares and the expected investment plan should consider approximately US$20 million, with a long-term concession contract for 35 years, which may be extended if additional investments are considered, but not exceeding 40 years from the official date it opens to the public.

This tender considers two phases. The first is the Reception of Applications of Relevance, which will be open until September 30, 2021. The second phase is the Bid Reception, which will be open until December 17, 2021. Bids will be opened on December 20 this year. 

Parque Nacional Villarrica

The public tender for the administration of Centro de Montaña Rucapillán, situated in a public-use zone of Parque Nacional Villarrica, aims to enhance tourism through the development of winter activities, such as skiing and snowboarding, alongside new services and activities during the rest of the year. 

This tender considers the onerous use concession of 0.53% of the total area of the park and must incorporate a minimum investment plan that considers the incorporation and maintenance of two international-standard ski lifts. Furthermore, it must propose activities and services associated with winter sports, alongside other sports, recreational, cultural and entertainment services throughout the year.

The contract will have a maximum duration of 30 years, and if by June 25 no bids are presented that meet the requirements, a second reception period will be extended until August 27, 2021.
